Paddock to Planning
Welcome to Paddock to Planning. A new platform to foster conversations between Councils plus NSW Department of Primary Industries about agriculture land use conflict issues
We listened to your feedback from consultation with the Agriculture Commissioner and now Paddock to Planning provides an opportunity for Councils to share experiences, knowledge and outcomes plus consider how other councils have been dealing with land use conflict (LUC) issues.
It provides the group with an opportunity to speak with agricultural experts on key topics, seek updates and provide input to the latest projects relating to agricultural land use conflicts, training opportunities and also options to support industry growth and conflicts in the rural landscape.
The forum will also allow NSW DPIRD to better understand key issues and challenges for Councils, enabling greater input to government policy settings.

Here is a list of our frequently asked questions
What issues will be discussed in the second Paddock to Planning Forum?
For the second Forum we will focus on managing dual occupancies, secondary dwellings and rural workers dwellings on rural lands.
Councils are encouraged to discuss different approaches to addressing land use conflicts for these developments on rural lands, including lessons learnt.
Why is a forum being organised to discuss land use conflict (LUC)?
- Land use conflict is a common issue amongst most rural Councils in NSW.
- The concept for the Forum came from Councils’ feedback during consultation with the NSW Agriculture Commissioner, and subsequently was a key recommendation from his report.
- There are benefits in sharing experiences amongst Councils in addressing those LUCs.
- The forum also provides an opportunity for updates on current relevant projects by the Agricultural Land Use Planning (ALUP) team and Councils.
When will the forums be held?
The first forum will be held on Thursday 25th August 2022. Subsequent forums will be held approximately four months apart.
Is the forum open to all Councils?
Yes. The Forums are open to all Councils who are experiencing agricultural LUC.
There are many LUC issues affecting agricultural lands to discuss. How will we address them all?
Topics raised by Councils at the first Forum will be prioritised for discussion at subsequent Forums. We will be guided by council’s interest on topics for discussion.
How will the Forums be run?
The Forums will be run by the ALUP team. Some background information and projects that the ALUP team have been working on will be presented at the first Forum
